What does Isaiah 33:5 mean?

Isaiah 33:5 presents the LORD as the supreme ruler, far above the troubles facing Jerusalem. His greatness is seen not only in his high place but also in what he brings to the city: fair decisions and people living rightly.

After the turmoil described in verse 4, Isaiah turns attention to the LORD. “Dwelleth on high” pictures him as above the scene of conflict, while “filled Zion” brings the focus down to Jerusalem, the city associated with Zion.

The Hebrew behind Isaiah 33:5

  • “judgment” — מִשְׁפָּט (mishpat): The word often means justice or a fair decision. Here it points to the fair ordering of life in Zion, not simply the punishment of wrongdoing.
  • “righteousness” — צְדָקָה (tsedaqah): The word carries the sense of what is right or just. Alongside “judgment,” it describes the right conduct that belongs in the city.
