What does Isaiah 33:9 mean?

Isaiah 33:9 pictures a land in deep distress by describing its most fertile and beautiful regions as ruined. The verse gives the trouble a visible scale: even places known for forests, pasture, and growth appear stripped and barren.

The land is described as if it were a person who can mourn and feel shame. Following the broken agreement and empty roads in verse 8, these images extend the scene of distress from human affairs to the landscape itself.
