Psalms 17:9 identifies the people from whom the speaker asks God to protect him. The speaker describes them as wicked enemies who press hard against him and threaten his life.

The verse completes the request for protection begun in verse 8. “Compass me about” pictures the enemies closing in from every side, leaving the speaker exposed to attack.
