What does Psalms 97:2 mean?

Psalms 97:2 describes God as a ruler whose presence is surrounded by clouds and darkness, but whose rule rests on doing what is right and just. The verse joins an image of a hidden, powerful king to a clear statement about the character of his rule.

The clouds picture a king whose presence cannot simply be looked upon, like the dark cloud around Mount Sinai when God spoke to Israel (Exodus 19:16–19). Following the announcement that the Lord reigns in verse 1, the image of a throne gives that rule a visible setting.
