What does Zephaniah 3:18 mean?

Zephaniah 3:18 presents God’s promise to bring together people who belong to Jerusalem but grieve over the loss of shared worship. In the KJV’s wording, their sorrow is tied to a “solemn assembly” and to the shame associated with it.

The “solemn assembly” refers to a gathering for an appointed religious festival. After the picture of God rejoicing over Jerusalem in verse 17, God speaks of those who cannot share in such gatherings and whose situation has become a burden.
