What does Ezekiel 45:13 mean?

Ezekiel 45:13 sets a grain contribution for the people to give as part of the arrangements for worship. The amount is tied to the size of the grain measure, so the instruction gives a fixed proportion rather than leaving each person to choose an amount.

God is speaking through Ezekiel to the people of Israel. After the measures are set out in verse 11, the instruction applies them to two common grains, wheat and barley.
