What does Zechariah 1:21 mean?

Zechariah 1:21 explains that the powers responsible for scattering Judah will themselves be confronted. In the vision, the horns stand for hostile nations, while the craftsmen introduced in the previous verse have come to frighten them and cast down their power.

Zechariah asks the angel what the craftsmen have come to do. The answer describes Judah’s distress as so severe that no one could lift his head, an image of people brought low by defeat. The raised horn, by contrast, pictures strength used against Judah.

The Hebrew behind Zechariah 1:21

• “horns” — קֶרֶן (qeren): A horn can suggest strength or power. Here the image is applied to nations that used their power to scatter Judah.
• “fray” — חָרַד (charad): In the KJV, “fray” is an old word meaning to frighten or terrify. The craftsmen come to strike fear into the powers represented by the horns.
• “Gentiles” — גּוֹיִם (goyim): This word means “nations.” In this verse, it refers to the nations whose power was raised against the land of Judah.

Why Zechariah 1:21 matters

• The craftsmen have a specific task in the vision. Their work is directed against the horns, not against the scattered people of Judah.
• The verse connects scattered people with a damaged land. The horns “scattered Judah” and also raised their power over “the land of Judah to scatter it.”
• The four horns in the earlier part of the vision are described together as powers that scattered Judah, Israel, and Jerusalem (Zechariah 1:19). Verse 21 focuses on their treatment of Judah.
