What does Zephaniah 2:15 mean?

Zephaniah 2:15 describes the downfall of Nineveh, a city that believed itself secure and without equal. The verse contrasts Nineveh’s confidence with its coming ruin: the proud city will become a deserted place where animals rest.

After the picture of animals among the city’s ruins in verse 14, Zephaniah gives the city a voice: “I am, and there is none beside me.” The prophet then pictures people passing the ruins and reacting with a hiss and a wave of the hand. These gestures express scorn at the city’s fall.

• “carelessly” — בֶּטַח (bēṭaḥ): This word carries the sense of security or confidence. Nineveh lived as though it were safe from danger.
• “rejoicing” — עַלִּיז (ʿalliz): This word can describe being cheerful or exultant. Here it presents Nineveh as a city pleased with its own position.
