What does Psalms 31:13 mean?

Psalms 31:13 describes a speaker who is surrounded by hostility from other people. Their words have damaged his reputation, and their private planning has become a threat to his life. The verse presents his fear as a response to danger he believes is real.

After describing himself as forgotten and discarded in verse 12, the speaker tells God what he has heard. “Fear was on every side” pictures danger closing in around him. The movement from public slander to a private plot makes his situation more than a matter of hurt feelings.
